This product it the machine and cord only so to be able to produce a tattoo you would also need to buy a power supply, foot pedal, needle cartridges, ink, stencil stuff, ink caps, medical gloves, green soap, tattoo after care, and a whole list of more items that are needed to properly do a tattoo.

: The description states that it can accept any brand cartridges. Is there an adapter that needs to be purchased separately?

No it's very easy and any brand of cartridge is good for example I buy my cartridge in Dragonhawk and they are feeling pretty good.

Can this machine be used for ombre semi permanent eyebrow makeup? What do i need to purchase needles? And cartridge?

Yes, any tattoo cartridge that fit the machine. and I would recommend this tattoo machine for that, but it needs special skill..

Yes. With this buy its just the pen with what u know as a clip cord. U need ur power box and footswitch.
